KRB5 1.5 or 1.6 compiled on AIX 5.2/5.3

You can't build the test suite until you install Kerberos.  If you don't
already have Kerberos installed, don't build the test suite (which I think
may be implicit in whether Tcl exists).

--without-tcl will probably fix this problem at least.
