After some more experimenting, make sure that you have not specified
the TcpSupported realm flag for the MIT realm with KSETUP.  This flag
indicates that both the KDC and the Change Password service support
TCP and at the present time only the MIT KDC supports TCP.  The MIT
change password service is still UDP only.
