[ietf-enroll] Future of this WG

Greetings again. There is clearly interest in this topic, but
possibly not enough to sustain an IETF Working Group. We have tried a
few times to revive interest on the mailing list, but it keeps
falling flat.
To be clear: there is interest in the topic. A few folks have written
early drafts, but there is little or no convergence on definitions,
use cases, and how this work would affect IETF protocols.
Given that, maybe we should request to shut down the WG, and allow
the work that folks want to do to be done as individual submissions.
(For those who aren't that familiar with the IETF, it is quite
possible to get an RFC published without it going through a Working
Group; see <http://www.ietf.org/tao.html> for a longer explanation.)
Does this sound reasonable? If not, I'm definitely open to hearing
plans for vitalization. Feel free to comment off-list if you don't
want to say things on-list.
