[Gsc-hca-family] [Gsc-hca-all] FY2014 Stipend Increase

Nathaniel and I wanted to let you know that we heard back about our FY 2014
stipend recommendation.
Stipends will *increase by 3.5%,* this increase amounts to a bit over $6.1M
(lower bound).

This incredible achievement in this tough financial year, has been possible
only because of Cost of Living Subcommittee's hard work!
