Gentleman:
 
In your gaconfig.h file you have the following code:
 
// By default, we use the old streams library.  
#if !defined(USE_OLD_STREAMS) && \
    !defined(USE_ANSI_STREAMS) && \
    !defined(NO_STREAMS)
#define USE_ANSI_STREAMS
#endif
 
It seems to me that the default value is USE_ANSI_STREAMS, but your
comentary says “By default, we use the old streams library” 
 
Any explanation?
