Speaker Bio

Mr. Bowe is currently PJM's Chief Security Officer, responsible for the
physical
and cyber security of PJM as well as its business continuity planning.

>From 2002 to Oct of 2004, Mr. Bowe was PJM's Manager of RTO Coordination and
Integration. In this role, Mr. Bowe's general duties involved developing and
managing the plans to integrate PJM's future transmission owners into PJM's
operations.  Central to the development of these plans was addressing any
reliability seams issues that the expansion of PJM's operations might have
created.  Additionally during this period, Mr. Bowe was a team leader in the
Bi-National investigation into the events of the August 14th Power Outage.

>From 1998 to 2002, Mr. Bowe held the position of PJM's Manager of Dispatch.  In
this position, Mr. Bowe had direct 24/7 responsibility  operations of the
world's third largest centrally dispatched control area.  Mr. Bowe's
operational
control spanned maintaining both the reliability of the PJM bulk power system,
and the non-discriminatory and robust hourly energy market.  

Mr. Bowe received his Bachelor of Science degree from the United States
Military
Academy, West Point NY and his Masters of Science in Business Administration
from Texas Tech.  

Prior to joining PJM, Mr. Bowe served as a career Infantry Officer in the U.S.
Army.  Throughout this career, Mr. Bowe held multiple leadership and
operational
planning positions as well as teaching Leadership at the United States Military
Academy.  His career culminated in command of task forces to both Panama and
Pakistan.
