[Editors] Pres. Report time

Hi all,

As we finish up our section of the MIT Presidents Report, we are having
discussions about the word 'department'...  to D or d is the question.
 Most of our faculty here want to capitalize throughout.  The AP Stylebook
clearly suggests only capitalizing when used with a formal name such as MIT
Department of...

When referring to the MIT catalogue about EECS (from whence this discussion
has come), here is an example sentence:

More information about the Department of Electrical Engineering and
Computer Science and its programs can be obtained from the department's
website at http://www-eecs.mit.edu/.

What are 'your' rules?

Just thought I would check though this has probably been circulated more
than once!
