[Editors] Photo gallery use guidelines

I stand corrected by John (cc'd) on my comment below. Creative Commons licenses are legally binding in the U.S. (http://wiki.creativecommons.org/Jacobsen_v._Katzer) and confirmed so in a handful of other jurisdictions (http://wiki.creativecommons.org/Case_Law), though as I understand it, due to a 2010 settlement (rather than outright court decision) there's still debate of whether the muscle behind CC licenses falls more under contract law or copyright law.
