[ecco-support] [EXTERNAL] Momentum Budget Terms

Hi there,

Helen Pillar (cc-ed) recently wrote a memo on how to close the momentum budget, please see

It has been tested for ASTE, but should be close to ECCOv4 (so perhaps 1/2 bonus point ;)
