[ecco-support] ECCO Drive replaces ftp

As a backup, we continue to mirror the latest ECCO central production product (currently version 4, release 3) at UT Austin’s Texas Advanced Computing Center (TACC), see:
https://web.corral.tacc.utexas.edu/OceanProjects/ECCO/ECCOv4/

The repository contains both the conventional format files in subdirectory 
https://web.corral.tacc.utexas.edu/OceanProjects/ECCO/ECCOv4/Release3/

as well as the recently re-processed netCDF files  in
https://web.corral.tacc.utexas.edu/OceanProjects/ECCO/ECCOv4/Release3_alt/

The latter “Release3_alt/" files work seamlessly with the ECCO Python package, see
