Hi Peiran,
Thanks for your interest in ECCO2 products.
The first segment (1992-2008) is based on Green's function approach,
so the forcing is an optimal blend of different products, including JRA-25.
 From 2009 onward, it's a pure forward run (without optimization).
Then we used available JRA-25 for some time.
Later as JRA-55 product replaced the retired JRA-25 around 2014,
we re-apply JRA-55 to the period of 2009 onward.
FYI, JRA-25 covers 1979-2013 instead of "1979-2004" in your email.
Yes the bulk formulae is applied as described in the "Documentation" you 
pointed.
