[ecco-support] ECCO monthly data

ECCO version 4 release 3 (data constrained solution on 1-deg resolution
from 1992 through 2015) can be found in
ftp://snowwhite.jpl.nasa.gov/data4/Release3/. In particular, the monthly
mean fields on native grid are in ./nctiles_monthly/.
