There are helpful answers for your questions.

2) installing.
    It depends on environment where you want to install i.e on live or on local.
    It requires some set of pre-requisite softwares.Then you also require internet to get dspace installed.

3) configuring to get your repository up and ready for use?

    Once installation  is ready configuraion will not take much time let it can be done within on man hour.

4) How many hours of java programming were required if any? 
    By default, no java programming are required , but if you need any customizations , then it depends on type of
    customization work.
