[Dspace-general] Create Collection Administrator In Dspace

Hi Hilde
 
 I have checked code begind this.
In sourec  \dspace-api\src\main\java\org\dspace\core , 
There is a file Constants.java which has constants defined for actions.
In that there is a constant with follwoing comment.

 /**
     * collection admin -- metadata, logo, item metadata, submitters, withdraw
     * items, etc.
     */
    public static final int COLLECTION_ADMIN = 11;

Means , It should work. I can edit collection but not submitters.
