[Dspace-general] Dspace 1.5 - test community administrator

This is true. But in the previous Dspace version the system administrator 
could authorize a "person" to create and administrate sub-communities and 
collections. So this "person" became independent in the administration of 
communities and collections (included collection and item authorizations). 
Now only the system administration can do it and can't delegate anyone.
