[Dspace-general] Handle URL is wrong

At dspace.cfg, it will  be 
Handle.prefix = 10046 
and at  ..handle-server/config.dct, it will look like this:
....
"server_config" = {     
"server_admins" = ( 
"300:0.NA/10046"                  
)
 
"replication_admins" = (
"300:0.NA/10046"
)
 
"max_session_time" = "86400000"   
"this_server_id" = "1"
"max_auth_time" = "60000"
"backup_admins" = (
"300:0.NA/10046"

I set up the handle in my dspace.cfg like this: 
Handle.prefix = 10046 

I think this is correct? Or should it be 0.NA/10046? 

When I create new content the URL created for hdl.net is wrong. 
Normally handles are prefixed with 0.NA, I think. 
 <http://hdl.handle.net/10046/311> http://hdl.handle.net/10046/311 should be 
 <http://hdl.handle.net/0.NA/10046/311> http://hdl.handle.net/0.NA/10046/311 

If I change the handle.prefix to 0.NA/10046 it also doesn't work. 

I tried everything. I upgraded to 1.4. I replaced the handle.jar with the one from handle.net. 

How can I fix this? Or am I doing something wrong?
