Hi Mark,
Contacting them directly, as Ina mentions, is usually the fastest way.
But they also monitor the DSpace site registration page on the wiki
http://wiki.dspace.org/index.php//DspaceInstances
to look for new sites to include. They will even negotiate to
crawl your site more often, if that becomes an issue for you.
