[Dspace-general] Licenses

I am interested to know if DSpace implementers are requiring a signed 
paper copy of the Non-Exclusive License with every item submitted. I 
know that DSpace saves a digital copy of the license with every 
submission but it is not clear to me whether people are collecting a 
signed paper copy as well. Are some requiring only a paper copy from the 
community as a whole? What do people do when the submitter is not the 
creator/copyright holder?
