[Dspace-general] remove policy

Hello Francis,

The limitation you refer to is really just a limitation of the current Web user interface.  You could give someone REMOVE rights, but currently, there is no user interface page that would let that person actually remove anything.  The reason only administrators can access the relevant function right now is that the administrator UI is not yet very robust and really needs to be used by someone who knows what they are doing, as opposed to (say) a department administrator.  This is likely to change over time as the user interface matures.
