[config-package-dev] Question: How to convert a "transform" to a "displace"?

Greetings:

I am currently converting a package that performs a "transform"
operation to one that performs a "displace" operation.

That is, the package currently transforms a conffile, and I would like
to remove the transform, displace the file, and then install my own
version of that file that is written from scratch.

Is there a well-defined method to do this?
