[config-package-dev] unhiding in prerm doesn't work if/because file with the same name still exists

Oh, absolutely. I'm using c-p-d 5.1.1~bpo70+1 on Debian obviously. And I'm
not only hiding the file — that clearly works — I'm replacing it with, as
you say, another file with the same name and path (linked from /usr/share).

I'll prepare a testcase.
