[catsoop-dev] Docs and version support

All sounds good. I figured it was either `/catsoop` or `/cat-soop`. (:
I was using 3.8 simply because the docs mentioned it was the min version
supported... Looks like I'm using 3.11 myself, and Debian 12 has 3.11
by default, not sure about Ubuntu, but I've noticed it's much easier to
install arbitrary versions on Ubuntu nowadays anyway.
