[OWW-SC] 3 character search terms are working again

Full-text searches for words less than 4 characters were not working
in OpenWetWare.

I reset the minimal search term length in the database from 4 to 3
characters, rebuilt the full-text index, and restarted the server.

3-character searches are operational again. This problem was
introduced when we moved to a new server.

The change will be applied to all private wikis as well.
