[OWW-SC] how to reference properly on OWW

do we want to maintain two extensions that essentially do the same
thing?  we should probably just make a decision to either support
biblio or cite long term.  with extensions I think we still need to
stick withthe policy of only adding ones we really need since we're
stuck maintaining them through new mediawiki versions, etc.
