[OWW-SC] encryption

Austin has made an extension that makes it possible to put up encrypted
information on the wiki, with the ability to decrypt the page using
passwords.  It's a fairly elegant solution.

Austin has also started a page for requesting comments on whether or not
having the ability to have encrypted content on OWW is worthwhile.  Please
