How to build a 64 bit KfW?

Please see RT tickets 5714, 5816, 5817, 5819, 6003 and 6004 for changes 
necessary for building 64-bit KFW and associated installers.

Other than the issues raised in those tickets it should simply be a 
question of recompilation to generate the KFW binaries.
