Roger,
One more option you can try is a Language Pack from Microsoft. I’ve used it to install Spanish, German and Portuguese systems onto English Win XP and Office 2003 systems for different clients. One even used Frontpage and it worked on that too. I’m sure they have it in French. I actually ordered from GovConnection a few years back and had no issues using the versions. Just a thought.. It’s an overlay to the OS and Apps and works pretty well. I’m guessing that the actual foreign language OS and Office Suite simply have this rolled into those versions to avoid local users having to install and language separately. Again, I haven’t used the language pack in several years, but I’m sure its still around. May be even downloadable directly from Microsoft…..

Joey,
Thanks for the info. The faculty member asked us to purchase a copy that could accompany one of her colleagues heading over there next week. She said that either the companies (Amazon and one other) did not ship to foreign countries or had a big delay for processing. We tried to get Amazon Canada to ship it to us and they said they couldn't.
Microsoft recommended a company called World Language Resources which we are going to try.
Thanks again.
Roger

I've had dealings with purchasing foreign-language operating systems and software. Essentially, you can purchase from European vendors, however, most will not ship to the U.S. for various reasons. In those cases, I would resort to Ebay. What Jacob states is on the right track. See if Amazon.fr or Amazon.de (and other Euro Amazons) will ship to Congo (I'm not a French speaker so I can't check out their website). If it's on their list, you can create an Amazon.fr account and try having it shipped to Congo.

Hi Roger,
Is purchasing Euro-priced products from Amazon.fr an option?
My high-school French is rusty, but it appears that Amazon France (Amazon.fr) has a "Microsoft Store":
http://www.amazon.fr/logiciels-microsoft-windows-xp-vista-office/b/qid=1235074788/ref=sr_tc_img_2_0?ie=UTF8 <http://www.amazon.fr/logiciels-microsoft-windows-xp-vista-office/b/qid=1235074788/ref=sr_tc_img_2_0?ie=UTF8&node=318737011> &node=318737011
The Amazon.fr Microsoft store does have your desired version of Office Standard 2007 (French):
http://www.amazon.fr/Microsoft-45450G-Office-Standard-2007/dp/B000HEV670/ref=sr_11_1?ie=UTF8 <http://www.amazon.fr/Microsoft-45450G-Office-Standard-2007/dp/B000HEV670/ref=sr_11_1?ie=UTF8&qid=1235074954&sr=11-1> &qid=1235074954&sr=11-1
The Amazon.fr Microsoft Store has a two versions of Windows XP Pro, neither of which are an exact match to what you cited:
http://www.amazon.fr/Microsoft-Windows-XP-Professionnelle-OEM/dp/B000HD13N8/ref=pd_ts_sw_2?ie=UTF8 <http://www.amazon.fr/Microsoft-Windows-XP-Professionnelle-OEM/dp/B000HD13N8/ref=pd_ts_sw_2?ie=UTF8&s=software> &s=software
http://www.amazon.fr/Windows-Professionnel-SP2-français-poste/dp/B000VXRLA8/ref=pd_ts_sw_4?ie=UTF8&s=software
Searching for "9pf-00040" turns up yet a third version of Windows XP Pro, but it is a little odd because nothing on the product page explicitly mentions "9pf-00040". I'm not sure how this version differs from the previous two versions:
http://www.amazon.fr/Microsoft-Get-Genuine-Windows-Professional/dp/B000LC51BA/ref=sr_1_1?ie=UTF8 <http://www.amazon.fr/Microsoft-Get-Genuine-Windows-Professional/dp/B000LC51BA/ref=sr_1_1?ie=UTF8&s=software&qid=1235075029&sr=1-1> &s=software&qid=1235075029&sr=1-1
Regards,
-Jacob
