[WinPartners] French Versions of Windows XP and Microsoft Office 2003

I've had dealings with purchasing foreign-language operating systems and software. Essentially, you can purchase from European vendors, however, most will not ship to the U.S. for various reasons. In those cases, I would resort to Ebay. What Jacob states is on the right track. See if Amazon.fr or Amazon.de (and other Euro Amazons) will ship to Congo (I'm not a French speaker so I can't check out their website). If it's on their list, you can create an Amazon.fr account and try having it shipped to Congo.

My high-school French is rusty, but it appears that Amazon France (Amazon.fr) has a "Microsoft Store":
