There is a way to reverse this behavior:
1. Right click on the Virus Shield icon in system tray
2. Select VirusScan Console
3. Double click on the Access Protection icon
4. Uncheck the "Prevent McAfee Services from being Stopped" box at the
bottom
5. Under "Common Standard Protection" scroll down and uncheck "Prevent
termination of McAfee processes".
6. Apply changes
You should now have the capability to start/stop as desired.
