[WinPartners] Outlook HTML vs Plain Text Email

I find that Outlook can not send Email both as plain text and as HTML.  If I send email as HTML, it will not show up in the message pane of Webmail. Recipents have to click on the attached file at the top of the screen. Recipients complain about this. Plain text does limit email composition to a large extent. Eudora had the option of sending mail as both HTML and Plain Text.

 Any hope that Outlook can do this?
