[WinPartners] Scheduled Task(s) will not start

I have Scheduled Tasks which used to work. Now they don't.
The message is  "Could not start"
Two tasks run under one user account and the error code associated 
with this failures is 0x0
Another task runs under a different account, and that error code is 0x000013a

either way, they don't work

I made a little test task (run "Paint" two minutes from now), and 
this task works fine.

I also ran one of the scripts manually, and it worked also.

Two notes on this machine. (Win2kServer)
1) Is used to be part of a domain. I made it stand alone. (recently)
2) It only recently got updated (SP4)
