If you're comfortable using VBScript, here's a script that could be 
modified to do what you want (apologies for linewrap):

Other than that, you could do something with IPsec policies and the 
ipseccmd utility, but that involves a lot of configuration and since it's 
not using ICF, there's no logging facilities.
