[WinPartners] Outlining tool recommendations (for Windows)?

Good afternoon,

I am looking for recommendations on good outlining software for 
Windows--something like OmniOutliner 
(http://www.omnigroup.com/applications/omnioutliner/) on Mac OS, preferably 
with features like ability to output to XML, HTML, RTF and other formats.

There used to be the excellent Symantec More back in the 80s, and there are 
those apps for Palm OS and Pocket PC that come with PC equivalents--I'd be 
fine using those, too, but I'd welcome suggestions/recommendations.

And, no, PowerPoint or Word's built-in tool don't do it for me--they have 
strange behavior like being unable to distinguish collapsed/expanded 
branches and put too much emphasis on style/formatting and not content. :(
