The oddest thing about the whole thing is that our stage is 23"high.  Yes, that's 23 inches.

How experienced is your consultant with performing arts spaces?  I don't believe OSHA mentions any kind of trip lip as suitable edge protection in any of the Chapter 1926 regulations.  I'd ask your consultant to show you the relevant passage, and any references to past OSHA rulings regarding the edges of performance areas.

As some others have mentioned, we do occasionally provide a illuminated edge when the production warrants it.  Back in the pre-LED days, this was a string of twinkle lights hidden behind a flat piece of 1x3.  Lamps at the center and quarter marks were colored.

I’m being told to install  a trip lip on the front edge of my stage by the OSHA consultant my school has brought in.  Has anyone else been asked to do this?  I don’t think I am seeing them when I visit other theatres, but I wanted to check around before I start pushing back.
