Ryan,

Correct.  P1 solutions don't answer the question (y-force on the 
vanes).  The force solved for in the solutions is the y-force on the 
mass in the control volume (down -- which you can see by inspection 
since the flow is pushed in that direction).  So the y-force on the 
vanes (what the problem asked for) is equal and opposite to this: up.

Sorry for not catching this.
