[Tango-L] Not dancing with the music

The majority of tango dancers I see on the dance floor in 
Montreal are not dancing with the music.  Is it the same in 
other cities?

Every now and then I see a musicality course offered.  Do 
ballroom tango dancers need musicality courses?  Do any 
other kind of dancer need musicality courses?

If this is a problem in other cities, what is it about 
tango that results in this situation?
