You  don't really mean that:  "the man steps on one, the woman on 
2"....that  would make for a very bumpy tango walk...what happens is that the man 
leads  ahead of the beat, which ever number he wants to move on and the woman 
lands  on the beat, that is why it looks like they are stepping  
simultaneously...it is not a "one tw"  step it is more like a  "and one step".  the 
follow lands on the beat and it her job to keep the  man on the beat so he is 
not just wandering all over the music.  This is  why it is so hard for the 
lead to learn his part, he must anticipate the music  and how he will match up 
his paso to fit the music leading the woman on the  beat.  If he stepped on 
the beat, she would be stepping after the beat  and that is not correct. Nor 
is it correct for him to lead on one and her to  step on two, it would be 
jerky dance.
