Here's what the pertinent rule of the City Dance Championship states:


The competition is open to both amateurs and/or professionals. 
Contestants must be at least 18 years of age by the date of their 
performance; at least one of them must be native or must convincingly 
attest residence of at least 3 years in the Autonomous City of Buenos 
Aires. Both contestants must carry their identity cards or passports at the time of their entry, so as to prove their identity.
