They appear to be dancing  at the end of a class and the dance usually 
incorporates what was taught in the  class. As far as lead and follow this 
couple is amazing. Open embrace is lead  100% with the right and left hands in 
the proper positions and with the bodies  moving in unison. They have perfect 
balance, axis and posture. They do throw in  a couple of “nuevo” moves but 
they are dancing more of a show tango then a  traditional tango you would 
see danced at a milonga. To answer you're question  every single step is being 
lead by the man she is not doing anything on her own  she is following his 
lead and it’s not a choreographed routine it’s  improvisational.
