I think you must be referring to to the same organiser's tango ball on
17th Oct 1988. Not even the organiser claimed that was a festival.

Very unlikely, since as I already said, the claim that this year's
Wuppertal festival is the 10th is a misrepresentation by that same
organiser.

I've been to the festival in 1998 (and this was not the first one!)
And the festival in Wuppertal has been going on every year since.
But - of course - I might be wrong: perhaps you'd just want to ask the
organizer of the
festival: Carsten Heveling at Carsten-Heveling at tango-tango.de
