[Tango-A] new visa tariff

Does anyone know more about the new $134 visa fee that will be charged to  
citizens from US and Europe who travel to Argentina...is the fee for 10 years,  
or each time you enter Argentina....where is it paid, do we now have to apply  
for a visa from Argentine consulate. Thanks sherrie
