[StarCluster] order of userdata_scripts vs. starcluster ssh config execution?

Hello list,

Does anyone know if userdata_scripts specified in the config run before or after the ssh cluster config? Presumably they are passed to AWS and run first, on boot? I occasionally iteratively save AMIs and need to do some housekeeping on /etc/hosts before starcluster sets up passwordless ssh.
