[StarCluster] Is StarCluster still under active development?

The answer is ambiguous. Several people have been making commits and pull
requests under their individual branches. Looks like Justin Riley who was
the creator/maintainer has switched to a new job at Harvard. I don't know
what his involvement with the project is anymore.

If you install from the dev branch, you can merge in other people's pull
requests. I'll fix any issues with the load balancer if they come up.
