[StarCluster] New C4 instances available

There's a pull request for C4 support:
https://github.com/jtriley/StarCluster/pull/488

Note that C4 instances only run in a VPC (or a default-VPC), and you will
need to run Ubuntu 14.04 if you want to run c4.8xlarge:
