[StarCluster] prevent from re-running plugins when restarting the cluster

Hello,

I have notice that every time I re-start the cluster with
starcluster start -x [clustername]

it tries to re-run the plugins even if that option is not enable in the
config file anymore.

Is there a way to specify not to run plugins when restarting clusters?
