[StarCluster] set arbitrary security group

Hi Jian

I do not recommend you to use this plugin. It was build for our use and
most likely doesn't match your need. I provided the link to that particular
function to give you a sample of code that can change the security group of
a node.

The billcode tag is something we use for billing. That's not relevant to
your primary question if I am correct.
