[StarCluster] apt-get 403 error

I believe the URL changed to

http://archive.ubuntu.com/ubuntu/pool/main/s/sqlite3/sqlite3_3.7.15.2-1ubuntu1_amd64.deb

I'm reading the manual on how to change the apt-get source URL :)
