[StarCluster] New Option for Extra EBS Volumes?

Jacob, thanks for the pointer to the github discussion.  Yes, Justin's
general solution described there is what's needed.  (Would be quite happy
to test it in the next release, should someone with better Python Fu than
mine have a chance to crank it out.)
