[StarCluster] changing spot bid price

I've run into the same issue where I have a cluster up and running but need to add additional nodes at a new spot price but unfortunately the initial spot price is used instead after modifying the config file. I didn't see any specific options for <starcluster addnode> but it would certainly be useful for dealing with spikes in spot instances.
