[StarCluster] StarCluster CloudFormation template

Hi Ron,

Nice to know this. The previous CloudFormation´s StarCluster template
didn´t work for me.
It tries to deploy an Amazon Linux vanilla AMI that doesn´t work well with
the libs needed to install StarCluster.
